Massachusetts Flooring Installation Permits & Contractor Licensing

Massachusetts uses a dual-license system. Any residential contractor doing home-improvement or door installation work over $1,000 needs HIC registration. Structural work also requires a CSL.

At-a-glance

  • Licensing body: Massachusetts Board of Building Regulations and Standards (BBRS)
  • License threshold: Home Improvement Contractor (HIC) registration required; Construction Supervisor License (CSL) required for structural work
  • Permit authority: Municipal building department (town or city)
  • Typical fees: $150–$500 for a door installation permit

HIC + CSL

Verify HIC registration at mass.gov/hic. For projects that touch load-bearing walls, verify the CSL. Standard door replacements typically don't need CSL, but widening a rough opening or removing a load-bearing wall section for a new patio door in an older Boston-area home can trigger it.

Older housing stock

Massachusetts has some of the country's oldest housing stock. Boston, Cambridge, Somerville, and North Shore towns commonly reveal rotted sills, out-of-square rough openings, and settled framing during old-door removal. Budget contingency for sill and framing repair.
